This issue discusses the investigation on the events that took place in the Let the Games Begin saga. However, another scene unfolds with Dr. Wily about to head out on the run, and two other Robot Masters from Mega Man: Powered Up are introduced.

Time Keeps on Slipping Part One: Reasonable Doubt
Dr. Light explains to the B&C Gazette that Light Labs has volunteered to clean up the mess the Robot Masters created while under Dr. Wily's control. However, the interview is quickly interrupted by Federal Agents Gilbert D. Stern and Roslyn Krantz, as Gil seems suspicious of Dr. Light's intentions. Dr. Light quickly defends that Mega Man's role was a selfless sacrifice against his peaceful nature, and that even Dr. Wily deserves a second chance after serving his time in jail. Gil obviously doesn't take him seriously, questioning the humanity of a robot.
Roslyn intervenes and questions Dr. Light on the Robot Masters. Roslyn mentions two robots, model numbers DLN00A and DLN00B, that are unaccounted for. Dr. Light explains that they were in an experimental stage and were unfortunately left in Dr. Wily's care, so their whereabouts are unknown. Meanwhile at the County Jail, a Blader sneaks past the guards and to Dr. Wily's cell where he is given a message to deliver.
Back at the construction site, Dr. Light and the agents discuss Dr. Wily's escort convoy that they will be attending. Just then, the Robot Masters create a huge explosion, further fueling Gil's belief that Dr. Light's creations are dangerous. Roll, angry at her brother for setting fire to her hair, opts to skip the escort and spend time running errands.
Mega Man and Dr. Light have a heart-to-heart conversation on the ride to the jail. Dr. Light explains to him that Dr. Wily is being taken to a federal prison to live out his sentence. Mega Man asks if Dr. Wily can be reprogrammed to be good like a robot, but Dr. Light explains that it doesn't quite work the same for humans because of their free will. Mega Man mentions that he and the Robot Masters make choices, but Dr. Light explains that they do not have true free will. "You're all autonomous and capable of a wide range of human-like emotions and decision-making abilities, but you're all still ruled by your coding. One day, though, I hope to capture that X-Factor and build a robot with a true free will of its own..."
Picking up Dr. Wily, the escort continues until suddenly, a Sniper Joe opens fire on the convoy. Mega Man dashes out to battle with the Sniper Joe when suddenly, time appears to stand still. Time Man leisurely marches through the battlefield frozen in time and leaves with Dr. Wily over his shoulder. Time returns to normal, and Mega Man defeats the Sniper Joe. Roslyn dashes over to congratulate him on his heroism when Gil discovers that Dr. Wily has vanished. Immediately, Gil accuses Dr. Light of creating a diversion and helping Dr. Wily escape.
Back at Light Labs, Roll returns home from the grocery store and finds the front door knob covered in oil. Suddenly, Oil Man appears and takes her hostage.
Proto Man reads a line from the script of the second issue of the series which refers to a "robot carrying a shield", implying that he will make an appearance; however, he finds out that it is a Sniper Joe. He then reads a part from this issue's script, finding out about some "mysterious figure with a scarf" and assuming that he might appear in the issue since he wears a scarf. However, Proto Man is disappointed again when Oil Man shows up and flings the script from his hand.
